In a significant development in the ongoing pursuit of accountability for war crimes, Lebanon has extradited a former general of the ousted Syrian regime, marking the first such transfer since the fall of Bashar al-Assad’s government. Major General Adel Issa, aged 67, was handed over to Syrian authorities after being detained in Lebanon earlier this year.
Issa was apprehended on August 8, 2023, following his visit to the Syrian embassy in Beirut to finalize paperwork. He was transferred to Syrian custody on Wednesday, reflecting increased pressure from Syria’s new government on Lebanon to take action against former military and security officials who had fled across the border after the regime's collapse.
The Syrian Interior Ministry has stated that Issa led ground forces in the eastern province of Deir Ezzor until 2016. He faces multiple serious accusations, including intentional homicide, facilitating a felony, killing more than two individuals, and torture leading to death. Additionally, he is charged with crimes of aggression aimed at inciting civil war and sectarian violence.
Judicial sources have indicated that Issa denied the charges during his arrest. Following his extradition, his case will be presented to a referral judge in Damascus, who will determine whether it should proceed to a criminal court.
This extradition is rooted in a bilateral agreement between Lebanon and Syria established in 1951, which allows for the transfer of individuals accused of crimes between the two nations. The move comes at a time when the Syrian government, now led by President Ahmed al-Sharaa, is actively pursuing legal action against former officials linked to the Assad regime. In January, Syrian authorities provided Lebanese officials with a list of over 200 former senior officers they wish to prosecute.
The recent political shifts in Syria, particularly after the regime change, have seen a renewed focus on accountability for war crimes committed during the Syrian civil war, which has resulted in the deaths of an estimated half a million people. Earlier this month, a court in Damascus sentenced Bashar al-Assad and his brother, Maher, to death in absentia for their roles in the conflict. Both have reportedly fled to Moscow following the regime's change in leadership.
