The summit takes place on Thursday and Friday, June 18-19. Under the “One Europe, One Market” agenda item, Christodoulides will present the Presidency’s main results alongside the Presidents of the European Parliament and the European Commission, according to Phileleftheros. The Cyprus Presidency will also present the first negotiating text with figures for the Multiannual Financial Framework (MFF) 2028-2034, intended to guide the work of the incoming Irish Presidency. In his invitation letter to EU leaders, European Council President António Costa said the session would open by assessing progress on the “One Europe, One Market” agenda, with Christodoulides presenting the Cyprus Presidency’s main results alongside the Parliament and Commission presidents. Costa said the joint monitoring conducted by the three institutions would contribute to that discussion. European competitiveness in the current geopolitical environment and the MFF 2028-2034 are the two axes of the EU’s goal of remaining economically competitive, according to Phileleftheros. Costa’s letter listed the key topics leaders will address as competitiveness and global economic challenges, the MFF 2028-2034, Ukraine, and the situation in the Middle East. Economic issues will also be discussed at Thursday evening’s working dinner, where leaders aim to develop a common understanding of the challenges facing Europe and provide guidance to the Commission on the way forward, Costa said. On the MFF, Costa said the Cyprus Presidency’s negotiating text would guide discussion focused on the key elements needed to facilitate agreement by the end of the year. He described progress on new own resources as decisive in aligning the EU’s ambitions with the necessary means. Other agenda items EU leaders will also discuss the opening of the first cluster of chapters in accession negotiations with Ukraine and Moldova — an achievement of the Cyprus Presidency — as well as the broader situation in Ukraine. On the Middle East, leaders will examine the latest developments on Iran and the situation in Gaza and Lebanon. On migration, Costa said leaders would assess progress on implementing previous conclusions to ensure work continues at pace across all priority areas, and that a letter from Commission President Ursula von der Leyen was expected to inform the discussion.
