**Defence Ministry and OEV Sign Memorandum to Enhance Crisis Management Cooperation**
In a significant move to bolster national resilience and crisis management efforts, the Ministry of Defence of Cyprus and the Cyprus Employers and Industrialists Federation (OEV) have signed a memorandum of understanding. This agreement aims to foster public-private cooperation in managing crises, protecting critical infrastructure, and ensuring the uninterrupted operation of essential services during emergencies.
Defence Minister Vasilis Palmas emphasized the importance of collaboration among various sectors during a signing ceremony. “Effective crisis management requires coordination and cooperation among all government agencies and society, including the private sector,” he stated. The memorandum is designed to create an institutional framework that supports the security forces in responding to potential threats and crises.
The agreement outlines several key areas of cooperation, including emergency planning, training, and joint initiatives with the Central Civil Emergency Planning Agency (KYPSEA). It also encourages greater involvement from OEV members in supporting security forces during emergencies, thereby enhancing the overall response capabilities of the nation.
OEV President George Pantelidis praised the memorandum as a “substantive initiative” that aims to improve Cyprus’ preparedness for various crises and emergencies. He pointed out that contemporary crises extend beyond traditional defence and security concerns, encompassing areas such as cybersecurity, energy, transportation, and the broader economy.
Pantelidis highlighted the critical role of the private sector in crisis management, referring to Cypriot companies as “crucial partners” of the state. He noted that these companies possess the necessary expertise, infrastructure, and productive capacity to significantly contribute to maintaining operational continuity during emergencies.
The memorandum establishes a practical framework for collaboration between KYPSEA and OEV, focusing on planning, training, organization, and the exchange of expertise. This formalized partnership is expected to enhance the effectiveness of national emergency plans and improve the overall resilience of the state.
General Iakovos Mikellidis, head of KYPSEA, indicated that the cooperation with OEV had begun in 2024 through consultations on contingency planning. He expressed that the newly signed memorandum formalizes this collaboration by establishing a permanent framework for ongoing cooperation between the public and private sectors.
As Cyprus continues to navigate an increasingly complex landscape of potential crises, the signing of this memorandum marks a proactive step towards enhancing the nation's crisis management capabilities and ensuring the safety and security of its citizens.
