The European Commission (EC) proposed to create an integrated independent communication system for civil defense agencies of all the EU member-countries for seamless communication in emergencies even when conventional mobile communication systems will be out of operation, EC said. "The European Commission proposed to establish a new EU Critical Communication System to provide Europe's first responders with secure and resilient communication channels in crisis situations," the EC said. "The new system enables seamless and stable real-time communication between all first responders, at all times and across all EU borders, even where terrestrial communication systems are unavailable," it added. The system "will enable first responders to share data, video, messages and geolocation in real-time through a single secure device," the EC stressed. "This will improve situational awareness and coordination in case of crises or emergencies," it noted.
