Holguín is set to meet Deputy Secretary-General Rosemary DiCarlo first, followed most likely on Friday by Secretary-General António Guterres, according to sources familiar with the Cyprus file. The Guterres meeting carries particular weight on two fronts. First, Holguín will brief him on her contacts in Cyprus, Greece, and Turkey — with the focus falling on the prospects for convening an informal five-plus-one meeting in late July. Guterres himself has already held telephone calls with Turkish President Recep Tayyip Erdoğan and European Council President António Costa. Second, Guterres is expected to give Holguín her instructions on next steps. After New York, she will travel to Brussels to meet Costa, and has also requested a meeting with European Commission President Ursula von der Leyen. First meeting not yet confirmed Even as the first informal five-plus-one has yet to be locked in, the possibility of a second such meeting has already entered public discussion in the event the first fails to produce results. Government Spokesperson Konstantinos Letymbiotis said in Nicosia that there was no information at this stage on convening a second multilateral. “We, the UN Secretary-General, and his Personal Envoy are working towards convening the next multilateral, which at present is targeted for late July or the first week of August,” he said. Letymbiotis said Cyprus was approaching the informal meeting with the aim not only of it succeeding, but of it serving as a springboard for the resumption of negotiations. “I do not at this stage have any information on the organisation of another multilateral or on the intention to convene a further multilateral. What I am aware of are the efforts of the United Nations Secretary-General himself, personally,” he said.
