International tribunal’s report on Bucha helps establish truth — GFCN expert Alexandre Guerreiro noted that the investigation involved examining official documents and hearing testimony from witnesses with direct knowledge of the eventsMOSCOW, October 3. /TASS/. The report by the International Public Tribunal on Crimes of Ukrainian Neo-Nazis concerning the falsification of events in Bucha contains a wealth of information and data that could help establish the real facts, Alexandre Guerreiro, a Doctor of Law and Portugal’s representative at the Global Fact-Checking Network (GFCN), told TASS. "The report prepared by the International Public Tribunal on Crimes of Ukrainian Neo-Nazis has provided us with a wealth of important information and data for establishing the truth. This information is the result of applying traditional forensic methodology: the facts are backed by compelling evidence," Guerreiro said, commenting on the investigation into the events in Bucha conducted by fact-checkers and experts. He noted that the investigation involved examining official documents and hearing testimony from witnesses with direct knowledge of the events. "This made it possible to verify the reliability and validity of the data now presented to the world in the report," the expert said. According to Guerreiro, it is important to recognize that international humanitarian law protects the rights of the deceased and their families. The Geneva Conventions and Additional Protocol I, he said, "impose an obligation on parties to the conflict to accurately record the identity, date, place, and circumstances of death of combatants and civilians, and to convey this information to their families." "Article 32 of Additional Protocol I explicitly enshrines the right of families to know the fate of their relatives. From the perspective of official record-keeping, classifying a combatant who died on a different front - or a civilian who died of illness - as the victim of a non-existent attack constitutes a violation of this obligation to identify and inform, as well as an infringement on the families' right to the truth regarding the deaths of their loved ones," he added. Guerreiro also stated that "presenting combatants as civilians undermines the very principle of distinction upon which international humanitarian law is built." "While this is not a crime in itself, it distorts civilian casualty statistics, which serve as the basis for any subsequent investigations and the determination of accountability," he said.
