AI SUMMARY

• What happened: Only 24.6% of Cyprus taxpayers have filed their income tax returns for the 2025 tax year as of now, with the deadline approaching on October 31. • Why it matters: The low filing rate may lead to a last-minute rush, potentially straining the Tax Department's resources and resulting in fines for those who miss the deadline. • What to watch next: Tax Commissioner Sotiris Markides has urged timely submissions, and the transition to a new filing system, Tax For All, is expected next year, which may affect future filing processes.

Filing opened in mid-June and runs until October 31. According to the Tax Department, of the 337,400 taxpayers who filed returns last year, 83,190 have submitted final returns for the 2025 tax year, of whom 76,000 are employees and 7,190 are self-employed. A further 15,280 taxpayers have submitted returns provisionally, 13,640 of them employees and 1,640 self-employed. In total, 98,470 taxpayers, 89,640 employees and 8,830 self-employed, have processed their returns in one form or another, equivalent to around 28.7 per cent of the total. Tax base widening For the 2024 tax year, a total of 342,600 individual income tax returns were processed, of which 337,400 were filed as final submissions, meaning 5,200 taxpayers faced a 100 euro fine. The number of returns filed for the 2025 tax year is expected to rise slightly, reflecting the continued widening of the tax base. Tax Commissioner: don’t leave it to the last minute Tax Commissioner Sotiris Markides urged taxpayers to file their returns within the set deadlines and not to wait until the last minute, to avoid straining the Tax Department’s computer system. He also noted that a provisional submission does not count as a final one, and that anyone who fails to comply by October 31 will face a fine. Under the tax reform, the fine for failing to file a tax return has been raised to 150 euros. Anyone with income above 19,500 euros is required to file a return for 2025. Last year through TAXISnet This year’s returns for the 2025 tax year will again be filed through the existing TAXISnet system, with the filing process unchanged from previous years. This will be the last year returns are filed through TAXISnet, as from next year, for the 2026 tax year, filing will move to the new Tax For All system. Beyond the change in process, returns for the next tax year will incorporate all the provisions of the tax reform, including tax deductions, changes to tax bands and an increase in the tax-free threshold to 22,000 euros.
