**Kombos and Tor Faus Discuss Andorra's EU Relations at UN General Assembly**
Foreign Minister Constantinos Kombos of Cyprus and Imma Tor Faus, the Andorran Foreign Minister, convened on Monday during the United Nations General Assembly in New York to discuss the evolving relationship between Andorra and the European Union (EU). Their meeting highlighted the recent advancements in the association agreement between Andorra and the EU, a significant milestone for the small principality.
During the discussions, Tor Faus expressed her gratitude to Kombos for the support provided by the Cypriot presidency of the Council of the EU, which played a crucial role in the approval of the association agreement. This agreement was ratified by the Council in July, concluding a negotiation process that had lasted two and a half years.
Kombos, who served as the holder of the Council of the EU’s rotating presidency during Cyprus' six-month term, focused on bridging differences among EU member states and potential candidates for association agreements. The EU had aimed to finalize agreements with both Andorra and San Marino simultaneously. However, negotiations with San Marino faced delays due to disagreements with Bulgaria. Ultimately, these issues were resolved, enabling the Council to approve agreements with both Andorra and San Marino shortly after the conclusion of Cyprus' presidency.
The association agreement is designed to facilitate Andorra's participation in the EU's internal market under equitable conditions, ensuring that both Andorra and the EU adhere to the same competitive rules. It also addresses financial services, granting Andorra progressive access to this sector of the EU market, contingent upon a successful evaluation of its regulatory and supervisory frameworks. The agreement stipulates that EU authorities will play a role in monitoring these frameworks to ensure compliance.
Additionally, the agreement aims to foster dialogue and cooperation in various areas, including research and development, education, social policy, environmental protection, consumer rights, culture, and regional collaboration. Irish European Affairs Minister Thomas Byrne previously remarked that this agreement would establish a stronger, mutually beneficial partnership between the EU and Andorra, providing legal certainty and promoting prosperity across the region.
The formal signing of the agreement with Andorra and San Marino is scheduled for October 19, marking a significant step forward in their relations with the EU.
In their meeting, Kombos and Tor Faus also explored ways to enhance bilateral relations between Cyprus and Andorra. They discussed potential opportunities for deepening cooperation in areas of mutual interest, as well as collaboration in regional and multilateral forums. The dialogue underscored the importance of cooperation among Europe's smaller states, reflecting a shared commitment to addressing common challenges and fostering closer ties.
As the discussions concluded, both ministers expressed optimism about the future of Andorra's relations with the EU and the potential for strengthened ties between Cyprus and Andorra, paving the way for greater collaboration on various fronts.
