DLGO Larnaca took over a register of 563 potentially dangerous buildings from the previous competent authorities. Through systematic updating of data, on-site recording and assessment of new reports from citizens, municipalities and communities, the organisation said the register now includes 1,084 potentially dangerous buildings, which it said reflects the true scale of the issue. As part of the assessment process, 310 visual inspections have already been assigned to private civil engineers, while 228 technical reports have been completed and returned, which are being assessed by the Dangerous Buildings Department. Of these, 204 buildings have been classified as dangerous, while 116 fall into the highest risk category, presenting a visible risk of collapse. DLGO Larnaca said it has carried out 31 risk-mitigation actions to date, including the fencing of dangerous buildings either by the organisation or by owners themselves, the demolition of three buildings by owners following DLGO intervention, and the commissioning by owners of engineers to design and implement risk-mitigation measures following notification by the organisation. The organisation said the procedures for formally declaring buildings dangerous are also progressing. To date, reports have been completed and eight buildings have been declared dangerous, with the required postings, publications and notifications served to owners. A further ten buildings are at an advanced stage in the declaration process, the organisation said, while in one case a temporary evacuation order was issued for a dangerous building due to owners’ non-compliance with instructions from the competent authority. DLGO Larnaca said the management of dangerous buildings follows an integrated operational plan, covering the updating and digital recording of the register, visual inspections by specialist civil engineers, assessment of technical reports and categorisation of buildings by risk level, followed by declaration decisions, notification of owners for immediate risk mitigation and, where required, protective, evacuation and enforcement measures, including administrative and judicial procedures in cases of non-compliance. According to technical assessments completed so far for 209 buildings, the estimated cost of the required risk-mitigation measures stands at approximately €5.94 million, which the organisation said demonstrates the scale of the challenge it faces. DLGO Larnaca called on building owners to cooperate promptly with the relevant services, respond to notifications and take the necessary measures to remove the risk from their properties. It also called on citizens who identify buildings that may have structural problems or pose risks to public safety to inform the organisation, so that the necessary inspections can be carried out and measures taken in time. “The protection of human life and public safety is the highest priority for DLGO Larnaca,” the organisation said, adding that it will continue to consistently implement its management plan, strengthen inspections and cooperate with all involved bodies with the aim of effectively addressing the issue of dangerous buildings.
