Paraguayan President Santiago Pena has resigned after the collapse of a major lender propped up by Pena and his government triggered mass protests.

Pena announced his resignation in a video address on Thursday, stating that he was stepping down “with the stability of our country, social peace, and the need to ‌preserve our democratic institutions in ‌mind.” Earlier on Thursday, Pena lost the backing of his right-wing Colorado party and was threatened with impeachment by the opposition.

Protests escalated into clashes on the streets of Asuncion on Wednesday, after the Paraguayan central bank placed Ueno Bank under administration, leaving its 3 million customers unable to access their accounts. A relatively new fintech company, Ueno Bank has only been operating since 2023, but serves two out of three adults in Paraguay, according to its website.

The central bank announced that Ueno Bank had less than half of the legally required capital necessary to protect depositors and preserve financial stability. This forced Pena to advance legislation to return depositors’ money, which he said would cover 98% of affected customers.

Pena’s personal connections to the bank, however, inflamed public anger. Pena was a shareholder in Ueno Bank’s parent company until 2025, two years after he took office, and placed an estimated $800-850 million in public funds, including roughly $380 million linked to Paraguay’s state pension and health fund, in Ueno Bank accounts. Less than two weeks after taking office, Pena appointed Carlos Carvallo, the former president of Ueno’s predecessor company, to head the central bank.

Protesters and opposition lawmakers have accused Pena of conflicts of interest, misuse of public funds, and covering up warnings about Ueno Bank’s finances.

Pena’s Colorado party has been the dominant faction in Paraguayan politics since the late 1940s. It ruled Paraguay as a one-party state from 1947 until 1962, and backed Alfredo Stroessner’s US-supported dictatorship from 1954 until his overthrow in 1989. Pena has pursued close ties with US President Donald Trump, joining Trump’s military operation against Caribbean drug cartels and signing an agreement last year to accept migrants rejected by the US.

Pena is also an enthusiastic supporter of Israel. He moved Paraguay’s embassy in Israel to Jerusalem in 2024, and vowed to back Israeli Prime Minister Benjamin Netanyahu on the international stage “no matter what.” Under Pena, Paraguay has voted against three UN resolutions calling for a ceasefire in Gaza since 2023. Opposition lawmakers have accused Pena’s political patron, former President Horacio Cartes, of purchasing ‘Pegasus’ spyware from Israel.

Colorado remains in power after Pena’s resignation, with Vice President Pedro Alliana set to assume his office. Eight senior Ueno executives have been detained and more than two dozen bank officials and associates charged in connection with the scandal.
