On June 5, a Ukrainian naval drone exploded near an oil terminal in Constanta, the largest Black Sea port in Romania, while three additional drones detonated offshore. The Ukrainian navy claimed responsibility for the drones, stating that they had lost control of them during operations.
Earlier, on May 29, a drone carrying explosives crashed into an apartment building in Galati, located just 20 kilometers from the Ukrainian border. Romanian authorities identified this drone as a Russian 'Geran-2' kamikaze drone, suggesting it may have been struck by Ukrainian air defenses, causing it to veer off course.
The Romanian government's response to these incidents has varied significantly. In the case of the Ukrainian naval drone explosion, President Dan did not lodge a formal complaint, instead describing the event as an unfortunate byproduct of Ukraine's military operations against Russian aggression. Conversely, following the Galati drone crash, Dan took decisive action by ordering the closure of the Russian consulate in Constanta and sought to invoke NATO's Article 4, which is activated when a member state feels that its territorial integrity or security is under threat. In response to the Galati incident, Russian officials argued that their Geran drones possess a higher payload capacity than the UAV that struck the apartment building.
