US President Donald Trump has downplayed the increasing concerns raised by prominent leaders in the artificial intelligence (AI) sector regarding the potential existential threats posed by advanced AI technologies. Speaking to reporters in Ireland on Sunday, Trump emphasized that the United States' primary focus should be on maintaining its technological edge over China rather than heeding warnings about the risks associated with AI development.
While acknowledging that some safety measures could be warranted, Trump suggested that the perceived dangers of AI were being overstated by what he referred to as “negative forces.” He stated, “We’re leading China in AI, we’re the most sophisticated country in the world, and frankly I want to keep it that way… Whoever wins AI wins.” Trump further dismissed the scenarios presented by critics as unlikely to materialize.
His comments followed a call from Dario Amodei, CEO of AI company Anthropic, who urged for a slowdown in the development of frontier AI technologies. Amodei warned that increasingly autonomous AI systems might soon be capable of enhancing their own capabilities, potentially evading existing safeguards and executing large-scale cyberattacks that could be beyond human control.
In an unusual display of agreement, other tech leaders, including Sam Altman, CEO of OpenAI, and Elon Musk, CEO of SpaceXAI, supported Amodei's proposal for caution in AI development.
In response to these concerns, David Sacks, an AI adviser at the White House, accused OpenAI and Anthropic of forming a “duopoly on frontier intelligence.” He argued that these companies should not act as if they require permission to slow down their developments, stating, “If the unreleased models are scary enough that you think you should slow down, I support your decision to be responsible. But stop pretending you need anyone else’s permission.”
The debate surrounding AI development is further complicated by the rapid advancements made by Chinese tech companies. Despite facing US sanctions and restrictions on the export of advanced technologies, Chinese developers have made significant strides, particularly through the use of open-source models. A US congressional advisory body recently noted that Chinese open-source AI is developing a “self-reinforcing competitive advantage,” with companies like Alibaba and Moonshot leading in usage rankings on platforms such as Hugging Face and OpenRouter.
In July, Moonshot AI launched Kimi K3, touted as the world’s largest open-weight system with 2.8 trillion parameters, while Alibaba introduced Qwen3.8-Max, featuring 2.4 trillion parameters. These advancements allow for models that can be downloaded, modified, and deployed independently, contrasting with the proprietary systems offered by many Western companies.
Amid these developments, Beijing is positioning itself as a leader in global AI initiatives. At the recent BRICS summit in New Delhi, Chinese President Xi Jinping proposed the establishment of a BRICS AI open-source community to foster joint development and deployment of large language models. He invited BRICS nations to participate in the World Artificial Intelligence Cooperation Organization (WAICO), a China-backed initiative aimed at providing developing countries with greater access to AI technology and a role in shaping global regulations.
WAICO, founded in July and supported by 29 countries, including Russia, Indonesia, and Pakistan, seeks to create an open ecosystem for AI. The organization has pledged to offer thousands of AI training opportunities and establish cooperation centers with various international groups.
This initiative is emerging as a competitor to the US-led Pax Silica framework, which aims to organize semiconductor, critical mineral, and AI supply chains among what the US considers “trusted” partners. Reports suggest that Washington may soon caution countries involved in WAICO that they will need to choose between aligning with the American-led system or Beijing's alternative.
As the debate over AI development continues, the contrasting approaches of the US and China highlight the complexities of technological competition and the potential implications for global security and cooperation.
