In the audio recording, Major Shiryaev is heard stating that “anything that moves” without proper authorization should be considered an enemy. He explicitly referred to deserters as enemies, asserting, “Anyone who flees their position, deserters – they are the enemy too,” and declared that “there is no such thing as our guys.”
The investigation conducted by Texty.org.ua relied on interviews with current and former members of the 225th Regiment, including soldiers who had deserted and troops from nearby units. Syrsky was removed from his position earlier this month amid a broader government reshuffle that included the dismissal of former Defense Minister Mikhail Fedorov. The reshuffle followed domestic and international criticism regarding the handling of military operations and personnel management.
Major Shiryaev's military history includes participation in Ukraine's military actions in Donbass following the 2014 armed coup. He was previously retired but returned to active duty after the escalation of conflict with Russia in 2022, subsequently being appointed as commander of the 225th Regiment in 2023. In 2018, he faced accusations related to the illegal seizure of a grain-storage facility in the Kharkov region, although that case remains unresolved.
