The British newspaper describes a strong push to accelerate the process towards a Cyprus solution, driven by António Guterres’s special envoy, María Ángela Holguín. According to the Independent, the new plan could end 52 years of stalemate through a loose federal solution closer to Turkish demands for two separate states. Explaining the background to the island’s division, the Independent writes that Cyprus has been formally divided since 1974, when a military coup attempting to unite the island with Greece triggered fighting between Greek and Turkish Cypriots. The newspaper refers to the Turkish military invasion that followed as an “intervention.” What the Independent says Holguín’s plan proposes According to the Independent, Holguín is working towards a deal with the “Turkish Republic of Northern Cyprus” (“TRNC”), arguing that Turkish Cypriots are not being treated as equals under the terms originally agreed when the island gained independence from the British Empire in 1960. The report describes Holguín as preparing a looser solution within the EU framework, moving away from the federal model used in previous negotiations. The Independent suggests she hopes for a structure that Greek Cypriots could call a federation and Turkish Cypriots a confederation, bridging the divide through deliberate “constructive ambiguity.” Independent: how the UN envoy is thinking about the day after in Cyprus The Independent’s report goes into further detail, describing a plan that could create two constituent states with political equality and a sharp reduction in shared competences. Most day-to-day governance would fall to the two states, with a small central structure handling only what cannot be left to either side. In exchange for recognition and autonomy, the “TRNC” would be expected to cede territory, including the abandoned resort of Varosha. For shared competences, the Independent describes proposals for a rotating presidential council led by the two leaders, with a ratio of two-to-one or three-to-one in favour of the Greek Cypriot side, an overarching council of Greek Cypriot and Turkish Cypriot MPs rather than a directly elected federal parliament, and a joint cabinet of around five or six ministries covering foreign affairs, defence, internal affairs and citizenship, finance, and European affairs. Middle East tensions accelerating settlement efforts On the timing of the new plan, the Independent writes that the prospect of a deal would be highly significant for the United Kingdom, given the current status of its two sovereign bases on the island, which it describes as vital for dealing with problems in the Middle East. The newspaper notes that the bases’ importance grew further after one British base came under drone attack in the early days of the war against Iran, followed by the deployment of the British destroyer HMS Dragon to the area. Spyros Miltiades, Cyprus’s deputy high commissioner in London, was quoted by the Independent as saying there had been “no formal UN proposal that either side has been asked to respond to,” and that the ideas in circulation appeared speculative rather than a concrete plan. Turkish Cypriot leader Tufan Erhürman, in a statement on Facebook cited by the Independent, said Turkish Cypriots’ “will for a solution is clear,” adding that no formal plan existed, only ideas that had been shared with political parties, trade unions and other bodies. In a statement on July 1 quoted by the Independent, Holguín said she was “convinced that Cypriots can cooperate” on a shared vision for future generations, and described Cyprus as having the potential to become a bridge-building example for the wider region.
