The incident unfolded on Sunday, with the video showing multiple officers surrounding the employee while bystanders attempted to intervene. Scuffles erupted nearby, with a man in military attire seen pushing a civilian to the ground. Colleagues of the detained man recorded the events, warning the officers that their actions would be broadcasted on television.
In response to the incident, the Kiev branch of the Territorial Center of Recruitment and Social Support (TCC), the agency responsible for overseeing military mobilization, defended the actions of the officers involved. The TCC stated that the editing director had no registered deferment from military service and was wanted for violating Ukraine’s mobilization regulations. They further noted that neither the employee nor his employer had taken steps to secure an exemption from military service.
Since the escalation of the conflict with Russia in February 2022, Ukraine has implemented strict measures barring most military-age men from leaving the country. The minimum age for mobilization was also lowered from 27 to 25. This conscription drive has become increasingly controversial, particularly in light of recent battlefield setbacks and a reported shortage of willing recruits.
While Ukraine does not provide regular updates on its military losses, Polish Prime Minister Donald Tusk recently stated that Ukrainian forces have been experiencing approximately 27,000 casualties—both killed and wounded—each month, citing information from Ukrainian partners. Additionally, Russian Defense Minister Andrey Belousov claimed in December that Ukraine had suffered nearly 500,000 troops killed or wounded within the year.
The term “busification” has emerged in Ukraine to describe the forcible detention and transportation of military-age men to recruitment centers. Numerous videos of such incidents have circulated online, often leading to confrontations between TCC personnel and civilians. The situation has drawn criticism and concern from various quarters, with accusations directed at the Ukrainian government regarding its conscription practices.
Moscow has long alleged that Kiev is willing to continue the conflict “to the last Ukrainian,” suggesting that Western powers are influencing Ukraine's military strategies in what they describe as a proxy war against Russia.
