**Title: Cyprus Faces Challenges in Groundwater Management Amidst Rising Extraction Concerns**
Cyprus is grappling with significant challenges in managing its groundwater resources, as highlighted by recent research from the investigative reporting network Ciren. The findings, released on Friday, indicate that the state lacks a clear understanding of the actual volume of groundwater being extracted across the island.
According to the research, which utilized data from the Water Development Department (WDD) and insights from the audit office, a staggering 76 percent of irrigation supply in Cyprus is sourced from private boreholes. This reliance on private extraction raises concerns about the sustainability of the island's groundwater resources, especially as 14 out of the 22 identified groundwater bodies are currently classified as being in poor condition. This marks an improvement from 2016, when 16 bodies were reported in poor condition, yet the situation remains critical.
The quality of groundwater is further compromised by issues such as nitrate pollution and the intrusion of seawater, which are negatively impacting several aquifers. The WDD has reported the existence of approximately 137,548 licensed boreholes in Cyprus, with a significant number—98,720—having been licensed before 2010. This earlier licensing process was managed by district authorities, and many older boreholes are not included in the current database. This gap in data limits the WDD's ability to maintain an accurate and comprehensive overview of groundwater extraction across the island.
Recent records indicate that as of March 31, 2026, there are 46,353 abstraction points with approved annual pumping limits, which collectively amount to around 149.4 million cubic meters per year. However, the audit office has pointed out that inadequate monitoring practices hinder the accurate calculation of the actual volume of groundwater extracted each year.
The distribution of pumping rights reveals a concerning trend: approximately 66 percent of abstraction points are authorized to pump no more than 500 cubic meters annually, which constitutes only 4.4 percent of the total authorized volume. In stark contrast, a mere 1.4 percent of points—those permitted to extract 30,000 cubic meters or more—account for nearly 68 percent of all authorized abstraction. This disparity raises questions about the equity and sustainability of groundwater use in Cyprus.
A notable case in the village of Monagroulli, located in the Limassol district, illustrates the potential consequences of unregulated groundwater extraction. Two companies operating in the area were found to have exceeded their permitted pumping limits from five licensed boreholes since 2015, resulting in reduced yields from neighboring wells. Despite being fined €400 in 2021 and €2,000 in 2023, auditors discovered that the companies had at times pumped up to twenty-six times their authorized limit.
In response to these challenges, the WDD has taken steps to bolster its capacity by adding 54 new staff members to address monitoring and regulatory shortages. Additionally, a bill currently under consideration in parliament proposes a twelve-year review cycle for water permits and the establishment of a new abstraction register. This legislative move follows infringement proceedings initiated by the European Commission in November 2024, which highlighted Cyprus's failure to implement a periodic review of water permits.
As Cyprus continues to confront the complexities of groundwater management, the need for improved monitoring, regulation, and data collection becomes increasingly urgent.
