**Doctors’ Union Seeks Clarity on Okypy Scientific Director Role**
The doctors' union in Cyprus, known as Pasyky, has formally requested clarification from the board of the state health services organization, Okypy, regarding the legal framework surrounding the position of scientific director. This inquiry follows a statement from an Okypy spokesperson who characterized the role as "purely advisory" and devoid of any financial compensation.
Pasyky contends that this characterization is inconsistent with both the existing legal framework and the documentation released by Okypy itself. According to the law, the scientific director is included in the management team of public hospitals, which bears the legal responsibility for their operations. The union argues that a role with such significant responsibilities cannot simply be deemed advisory.
"If Okypy considers that the position it advertised is something different, it must officially explain what its legal basis is," Pasyky stated. The union emphasized the need for Okypy to clarify how the scientific director's role aligns with the management structure mandated by law.
The union's concerns extend to the financial aspects of the position. They referenced Okypy’s approved budget for the current year, which stipulates that a clinic director who also serves as the scientific director is entitled to receive full allowances for their primary role, along with 50 percent of the allowance for the secondary position. This provision contradicts the assertion made by Okypy that the role carries no financial benefits.
Moreover, Pasyky highlighted that the call for expressions of interest for the scientific director position indicates that the duties are to be performed in addition to a doctor's existing responsibilities. The union expressed concern that managing a clinic concurrently could not later be deemed an "implicit incompatibility," particularly if the clinic is performing well. They argued that a doctor leading a successful clinic should not be disqualified from the scientific director role, especially when the advertisement explicitly allowed for such candidates.
In light of these issues, Pasyky is urging Okypy’s board to publish the legal basis for the scientific director position, the criteria used in the selection process, and the rationale behind the decision to re-advertise the post. The union's call for transparency reflects a broader concern about governance and accountability within the state health services framework in Cyprus.
