**EU Targets ChatGPT, Reddit, and Roblox Under Censorship Law**
The European Union (EU) has recently classified ChatGPT, Reddit, and Roblox under its stringent online regulations, marking a significant move in the enforcement of the Digital Services Act (DSA). This designation requires the US-based platforms to comply with new rules within a four-month timeframe, a decision that has drawn criticism from various stakeholders, including officials in Washington and prominent figures in the tech industry.
On Monday, the European Commission officially designated ChatGPT as a Very Large Online Search Engine (VLOSE) and categorized Reddit and Roblox as Very Large Online Platforms (VLOPs). This classification applies to platforms that report an average of at least 45 million monthly users within the EU, thereby triggering heightened regulatory oversight.
Under the DSA, these platforms are now tasked with assessing and mitigating "systemic risks" associated with illegal content, the safety of minors, users' physical and mental well-being, fundamental rights, elections, and public security. Non-compliance with the DSA can result in significant penalties, with fines reaching up to 6% of a company's annual global revenue.
Supporters of the DSA argue that these regulations are essential for enhancing the safety and accountability of powerful online platforms. However, critics contend that the broad requirements may pressure companies to limit lawful speech to avoid potential sanctions. This concern has been echoed by various tech leaders and political figures in the United States.
As of now, none of the three companies has publicly contested their new classifications. OpenAI, the organization behind ChatGPT, and Reddit have indicated their intention to comply with the forthcoming requirements. Roblox has also expressed its commitment to working collaboratively with EU regulators.
The DSA, along with its companion legislation, the Digital Markets Act (DMA), has become a contentious issue in transatlantic relations. Former US President Donald Trump had previously directed officials to examine EU digital regulations that might compel American companies to moderate content in ways that could infringe upon freedom of speech and political engagement.
Vice President J.D. Vance has voiced similar concerns, suggesting that Europe is retreating from principles of free speech. During a speech at the Munich Security Conference last year, he described "digital censorship" as being misrepresented as a means of defending democracy, warning that free speech is increasingly under threat across the continent.
Elon Musk, the owner of X (formerly Twitter), has been one of the most vocal critics of the DSA. He accused the European Commission of offering X an "illegal secret deal" that would allow the platform to evade penalties by quietly censoring content, a claim that Brussels has denied. Musk's comments reflect a broader unease among tech leaders about the implications of the DSA for online discourse.
Pavel Durov, the founder of Telegram, has also criticized the EU's approach, alleging that the DSA is being used to justify increased online surveillance and restrictions. In an April statement, he warned that the EU was leveraging sympathetic NGOs and media to promote narratives that could erode individual freedoms.
As the deadline for compliance approaches, the actions of ChatGPT, Reddit, and Roblox will be closely monitored, both within the EU and beyond. The outcome of this regulatory initiative could have significant implications for the future of online platforms and the balance between safety and free expression in the digital age.
