Pandora Papers and law firm involvement The report states that the International Consortium of Investigative Journalists (ICIJ) released the Pandora Papers in October 2021, which brought renewed international attention to the law firm’s activities. Citizenship applications of Abramov and Lebedev The report examines citizenship applications submitted by Russian businessmen Leonid Abramov and Leonid Lebedev, processed through the law firm within a relatively short timeframe. During the period 2010–2011, when the applications were being handled, Nicos Anastasiades was a Member of Parliament and President of the Democratic Rally (DISY). These include the absence of a required accompanying letter and the omission of page four of form M127, which identified Elsa Anastasiades as guarantor. It is further noted that Fanos Philippou, Stathis Lemis and Elsa Anastasiades, co-owners of the law firm, signed form M127 declaring they were not acting as lawyers or representatives of the applicant, despite acting as directors of Imperium Nominees, which managed the client’s assets. The report also states that continued engagement with these clients and the management of trust structures, including the “Sinel Trust” valued at €17 million, generated financial benefit for the law firm. It further references the use of a private aircraft belonging to Lebedev in 2013. Offshore structures and financial activity Investigators conclude that the law firm’s partners were involved in arrangements linked to offshore structures and the management of beneficial ownership information.
