**Romania Delays Danube Water Diversion Efforts Amid Nuclear Reactor Shutdown Threat**
Romania has postponed its plans to sink four rock-filled barges into the Danube River, a critical step aimed at diverting water to its only operational nuclear reactor, Cernavoda. The decision, made due to unsafe conditions, has intensified the urgency of the situation as the country faces low electricity supplies exacerbated by a severe drought affecting the river’s water levels.
The Danube, which serves as a cooling source for the reactor's turbines, has experienced record low water levels, prompting the shutdown of one of the two reactors at the Cernavoda facility. In response to the dwindling water supply, Romanian authorities have implemented extraordinary measures, including the detonation of a rock obstruction in the river earlier this week, to maintain operations at the remaining reactor.
Prime Minister Ilie Bolojan announced on Thursday that the government has devised a plan to implement staged power cuts for industrial consumers if necessary. However, he reassured the public that no cuts are expected for the next five to seven days, contingent on the continued operation of the nuclear reactor.
The Cernavoda nuclear plant, operated by Nuclearelectrica, is a significant contributor to Romania's electricity production, supplying approximately 20% of the country's energy needs. The ongoing drought has not only impacted the Danube but has also hindered hydropower generation, further straining the energy supply. With limited energy imports available due to similar drought conditions in neighboring countries, Romania is facing a precarious energy situation.
The flow of the Danube in Romania reached an unprecedented low of 1,400 cubic meters per second on Thursday, roughly one-third of the average flow for August. This alarming decline has prompted both Romania and Hungary, which also relies on the Danube for cooling its Paks nuclear plant, to increase power imports and encourage reductions in energy consumption among households and businesses.
Initially, Romania's state water management agency planned to begin the controlled submersion of the barges on Thursday, aiming to create a barrier that would redirect water from a branch of the river towards the nuclear plant. Nuclearelectrica’s director, Romeo Urjan, indicated that the impact of this diversion would be felt within a day. However, he cautioned that without the success of the barges, the remaining reactor could face shutdown in five to six days. If the diversion proves effective, this deadline could extend to nine or ten days.
Despite the urgency of the situation, analysts have noted that the measures being taken should not be misconstrued as a long-term energy strategy. A report from ING Bank emphasized that while the current efforts may temporarily sustain reactor operations, they do not address the underlying issues of energy generation capacity, cross-border interconnections, or the need for enhanced battery storage solutions.
Romania's energy landscape is characterized by a reliance on a diverse mix of gas, coal, hydro, nuclear, and renewable sources for electricity generation. However, the country faces significant challenges, including the need for billions of euros in investment to modernize aging facilities and improve energy infrastructure.
