Ukraine crisisRussian diplomat comments on Ukrainian casualties, new phase of Kiev’s terrorism The West does everything to shield Kiev from accountability, a stance that only emboldens terrorists, Rodion Miroshnik emphasizedMOSCOW, July 3. /TASS/. The Kiev regime has indeed been sustaining huge casualties on the battlefield, as confirmed by the number of bodies of dead soldiers returned in official exchanges. Russia returned 20,354 Ukrainian servicemen’s bodies to Kiev as part of exchanges, while Ukraine returned 627 Russian soldiers' bodies to Moscow over the past 12 months, the Russian Foreign Ministry’s Ambassador-at-Large Rodion Miroshnik said at a briefing on Friday. According to him, the Kiev regime’s terrorist war on Russia has entered a new phase. TASS has compiled key statements from the Russian diplomat. Ukrainian casualties The Kiev regime is suffering truly heavy casualties on the battlefield as confirmed by exchanges of the remains of fallen soldiers, Miroshnik argued: "Tangible confirmation of the scale of Ukraine’s losses is clearly visible during exchanges of the remains of fallen servicemen of the conflicting sides." Over the past year, he said, Ukraine has returned 627 bodies of fallen Russian servicemen, while Russia has handed over 20,354 bodies to Ukraine: "This is the true ratio of those killed on the battlefield, a fact neither Kiev nor Brussels is willing to discuss." Growing Russian civilian death toll The Kiev regime’s war crimes against Russian civilians "escalated sharply" in April-June, the diplomat continued. An unprecedented number of children are falling victim to the Ukrainian military’s attacks, Miroshnik noted: "The past three months have brought another grim record for the number of child and teenage casualties." During this period, 204 innocent children have suffered, 21 of whom will never reach adulthood. It is the highest figure in the past two years," the diplomat noted. Between April and June alone, 204 children were affected, including 21 who were killed, the diplomat continued. Since February 2022, "the blood of at least 1,336 children has been spilled by Ukrainian soldiers, at least 264 of whom have died," according to Miroshnik. Since 2014, the number of minors affected has reached 2,218 children, including 1,845 wounded and 373 killed. And the pendulum keeps swinging," the Russian Foreign Ministry ambassador underlined. Between April 1 and June 30, at least 2,760 people were affected by the use of long-and short-range attack drones, he said: "As many as 2,389 people have been injured, and 371 civilians have been killed." Criminal and terrorist actions by Kiev claimed the lives of 422 Russian civilians between April and June, he said: "During the 91 days of the second quarter, at least 3,040 civilians were affected by criminal and terrorist actions carried out by Kiev’s militants, including 422 killed. Compared with the previous quarter, the number of civilians killed and injured increased by more than 76%, or 1,315 people." According to him, an average of 29 civilians injured and five killed every day is the current statistical norm being supported by the countries sponsoring the Kiev regime. Attacks on regions "Dozens of unprotected civilian passenger cars become an easy target for Banderite Ukrainians, intoxicated with Nazism and impunity every day," Miroshnik lamented. Over the past three months, terrorist attacks "affected civilian facilities in 42 Russian regions," he said. According to the Russian diplomat, the statistics clearly demonstrate how "Kiev’s war efforts have shifted toward the terrorist war domain." New phase in Kiev’s terror The Kiev regime’s terrorist war on Russia has entered a new phase, according to Miroshnik: "Today we are dealing with a special information operation by the West aimed at justifying and reshaping the interpretation of Kiev’s criminal acts. We can state that the terrorist war has entered a new phase." The West has increased killer drone supplies to Kiev by six-to eight-fold, the diplomat stated. This has led to a substantial rise in terrorist attacks on civilians, he added. Attempts to isolate regions Ukrainian armed forces are resorting to remote mining and drone attacks to blockade populated areas, the diplomat noted: "In recent months, Ukrainian militants have extensively used mines to destroy and obstruct traffic on highways, to mine passageways, and to place mines in areas frequented by civilians." "Attempts by Ukrainian militants to isolate residential areas through remotely planted mines and drone strikes on vehicles have been documented across several regions, including Crimea, the Kherson, Zaporozhye, and Belgorod regions, and the Donetsk People’s Republic," Miroshnik said. Western support to terrorism The West does everything to shield Kiev from accountability, a stance that only emboldens terrorists, Miroshnik emphasized: "Nothing encourages terrorists to commit further crimes more than attempts to excuse, justify, or forgive their actions." The money and weapons that the UK and EU countries provide to Kiev constitute financing the killing of Russian civilians, he maintained: "Not long ago, British officials boasted that they had supplied Kiev’s militants with around 150,000 attack drones, providing them with more than 400 UAVs a day to strike residential buildings, hospitals, schools, and kindergartens." "Everyone who voted to provide Kiev with a 90-billion loan to continue its terrorist war over the next two years has taken part in the killing of civilians," the diplomat added. To illustrate "the effectiveness of investments in the system of killing civilians," Miroshnik cited the difference in casualty figures: "Throughout 2025, 6,500 people were affected by attacks carried out by Ukrainian killers. Now, in just one quarter, the figure exceeds 3,000.".
